In the writings and speeches of many religious scholars, “guardianship” is seen as separate from “government,” and the semantic relationship between the two is overlooked. However, in the political-Qur’anic perspective of the Supreme Leader, the connection between “government” and “guardianship” is an undeniable truth. Drawing upon a descriptive-analytical method, this article seeks to answer the question of how the “relationship between government and “guardianship” is analyzed and proved in the Qur’anic thought of Ayatollah Khameneī. The conclusion drawn from the research is that, according to the leader of the Islamic Revolution, the realization of guardianship necessitates being under Islamic government, and the connection between the two is established based on three principles: “monotheism,” “religious human-centeredness,” and “human perfection-seeking.” The avoidance of polytheism and the rule of tyrants to realize the true dignity of humanity and to actualize all its potentials for the attainment of divine proximity is only possible within a divine society. Furthermore, the reasons why one believes in the theory of separation of government and guardianship are not defensible and contradict the content of the verses and religious foundations. ارتباط «حکومت » با «ولایت» از حیاتی ترین مباحث سیاسی اسلام است که بدون آن، رسالت دین در به کمال رساندن انسان محقق نخواهد شد. درآثار گفتاری و نوشتاری بسیاری از متفکران دینی، «ولایت» از «حکومت» منفک بوده و ارتباط معنایی بین آن دو نادیده گرفته شده است، اما در نگرش سیاسی ـ قرآنی مقام معظم رهبری، پیوستگی «حکومت» با «ولایت» حقیقتی انکارناپذیر است. این مقاله که به روش توصیفی ـ تحلیلی تدوین یافته است، در پی پاسخ به این پرسش است که در اندیشه قرآنی آیةالله خامنه‌ای، «رابطه حکومت و ولایت» چگونه تحلیل و اثبات می شود؟ نتیجه برآمده از تحقیق این است که از نظر رهبر انقلاب اسلامی، تحقق ولایت، مستلزم قرارگرفتن ذیل حکومت اسلامی است و پیوند آن دو بر اساس سه اصل: «توحید»، «انسان محوری دینی» و «کمال طلبی انسان» ثابت می شود. دوری از شرک و ولایت طاغوت در جهت تحقق بخشیدن به کرامت واقعی انسان و به فعلیت رساندن تمام استعدادهای او برای نیل به مقام قرب الهی، تنها در ظرف جامعه الهی ممکن است. هم‎چنین دلایل باورمندی به نظریه جدایی حکومت از ولایت، قابل دفاع نیست و با مفاد آیات و مبانی دینی منافات دارد.
